    Well, actually it’s not a military punishment :) It’s a jugical caning :) The woman is a prostitute and the men are a Russian Empire gendarmes :)

    I think it may be something to do with the whipping of a Hungarian Princess in 1918 by Russian troops.

    SpankBoss, sometime ago I saw this picture in one article about jugical flogging in Russian Empire :) I don’t know Russian very well, but this picture was an punishment of a prostitute or Russian queen maid :) But not a military caning :)
