Obviously a publicity photo, it’s from the production of the 1963 movie Spencer’s Mountain. Apparently the scene actually is in the movie, but she plays his sister, so don’t get your hopes up too high:

No, she plays his wife. The scene is indeed in the movie, which is the movie prequel to “The Waltons” TV series. The oldest son, “Clay Boy” (“John Boy” in the TV series) also threatens a severe spanking of his youngest sister.
