Dirigible Punishment

This is a rare (as in, I could only find one uncredited copy of it anywhere online) bit of spanking art that seems like it must have illustrated a fun story from a spanking magazine:

The setup looks like the inside of a large airplane, dirigible, or possibly a ship. Perhaps some sort of medical evacuation scenario? And yet the furniture and fixtures seem well-adapted to discipline as well as medical purposes…
