    To my eye those are fairly normal caning welts. At a certain level of firm stroke, the cane makes a welt that swells more along each edge than it does in the middle, giving you that double-line appearance. It isn’t something I’ve paid a lot of attention to, so I can’t say how sensitive the effect might be to the thickness of the cane used or the precise level of force behind the cane blow.
